Cyber 9/11 is a catastrophic incident which will bring about a huge amount of financial loss, governance crisis, and widespread systems failures. We have very determined non-state, and state actors who could potentially be involved in a Cyber 9/11 incident. The US, Russia, North Korea, China – they have all been mentioned in various ways for their aggressive actions beyond geographical borders. Today, the cyberthreat doesn’t come from non-state actors alone.
