    1. The article concedes that it is technologically possible to engage bio-warfare.
    2. It is my contention that the international community in 2020 is endowed with any regulatory body,endowed with statutory, regulatory or punitive powers to monitor or regulate the nations of the world for indulging in anything like bio-warfare.
    3. in the current instance of Covid-19, the pandemic broke out in Wuhan in November 2019 for whatever reasons. It took some time for the Chinese Govt to control the pandemic. During this time they kept quite about the pandemic. If they had alerted the world, if they had locked down immediately, the spread to the rest of the world could have been minimised.
    4. To prevent such situations we need to empower the international bodies like the UN. the current format of UN is outdated; it needs to be made more representative and democratic. The international bodies need to develop monitoring and regulatory mechanism with powers to enforce discipline.
